Abstract

This text is part of the reflections developed during the professional Master's in Public Policies at Unipampa, which has contributed to the understanding of the processes involved in public policies at all stages – formulation, implementation, execution, evaluation, etc. The aim of this article is to revisit the development cycle of public policies, highlighting this process in the construction of health policy in Brazil up until the establishment of what we know as the Unified Health System - SUS. This is a qualitative research aimed at building a literature review on the topic, which is justified by the importance of the subject in the current national social and economic scenario. This study, therefore, engages with the debate on the policy-making cycle and how this process can be understood in the concrete process of SUS's formulation.
