Abstract

This article aims to present the first steps in the search for a conceptualization of social policy. Based on a contemporary bibliographic analysis, it seeks to demonstrate that social policy is a type of public policy, and that its biases are geared towards the maintenance of capitalism. Through the analyses conducted, historical factors that contributed to the presence of public policies were examined, as well as their characteristics. It was also identified that the concept of social policy contains pitfalls and that within it, there is an attempt to improve the well-being of the population. However, policy needs to focus on quality of life. Finally, it can be concluded that what should be a strong tool for social emancipation has been misused.
