Abstract

The aim of this study was to analyze the decision to freeze the hiring of health professionals in the Public Administration of Guinea-Bissau, looking at the potential impacts outlined in the order that revoked the appointments of health technicians. The research used documentary and bibliographic methods. The documentary research examined the country's official and legal documents, while the bibliographic research covered scientific articles and newspaper and magazine reports on the subject. The results indicated that the justification of public spending restraint for the freeze on appointments of health professionals lacks support, given that, at the same time, councilors were being hired for positions of sovereignty, accompanied by allowances and perks. Data from the World Health Organization (WHO) showed not only a low ratio of doctors and nurses per 1,000 inhabitants in the country, but also an urgent need to increase the number of health professionals in order to improve the coverage of health services in the country. It is therefore pertinent to reconsider the situation of dismissed technicians, expand hiring and increase the availability of health services.

Mutaro Seidi, Federal University of Rio Grande do Sul

Graduated in Public Administration from the University of International Integration of Afro-Brazilian Lusophony UNILAB (2022). Master's student in Public Policies at the Federal University of Rio Grande do Sul. Currently, he is a member of the study network on the implementation of educational public policies (REIPPE), researcher at the Brazilian Network of Studies and Anti-Corruption Practices, associated with Transparency International (2022), researcher at the Research Center for Municipal Management - NUPEGEM/UFRGS (2022), at the Bureaucracy Study Center NEB/FGV (2021), coordinated by Prof. Dr. Gabriela Spanghero Lotta; and at the Center for Public Policies and Administration NPAP/UNILAB (2020), coordinated by Prof. Dr. Hugo Marco Consciência Silvestre. Productivity scholarship holder from the Ceará Foundation for Scientific and Technological Development Support (FUNCAP) for the period of 2020-2022. He was an intern at the Human Resources Superintendency of the University of International Integration of Afro-Brazilian Lusophony (2021) and in the program of specialization in Food and Nutritional Security at the same University (2021). His research focuses on Public Administration and Public Policy issues, with a special interest in intermunicipal cooperation "networks," implementation of public policies in the areas of Education and Health, street-level bureaucracy studies, and challenges of innovation in Public Management.

Ivaldino Carlitos Nhaga, University of São Paulo

Graduated in Public Administration from the University of International Integration of Afro-Brazilian Lusophony (UNILAB), Master's student in Public Policy Management at EACH-USP, CAPES scholarship holder, member of the research group - Government Management Laboratory (Lab.Gov) at EACH-USP, member of the Study Group on People, Organization, and Work (NEPOT), member of the Study Group on Partnerships and Intersocial Collaborations (GEPCI), monitor of the Specialization Course in Public Administration and Government Management at EACH-USP. He obtained Qualification/Training in Occupational Safety through SENAI/SC, 2020. He was an intern at the Health Department of the municipality of Redenção-CE (2020 - 2021) and was the financial officer of the Guinean Students’ Nucleus of the Public Administration Course at UNILAB (2020 - 2021). His main research areas focus on studies of public administration reforms, organizational behavior, and human resource management, i.e., public leadership. He is also interested in research on bureaucracy and Ecclesiastical Management.

Luis Miguel Dias Caetano, University of International Integration of Afro-Brazilian Lusophony

He holds a degree in Business Management, a Master's in Organizational Behavior, a Doctorate in Education, and a Post-Doctorate in Teaching. He is a faculty member at the Institute of Applied Social Sciences at the University of International Integration of Afro-Brazilian Lusophony, working in the Public Administration course in the areas of International Relations, Organizational Behavior, Innovation, and Creativity. He collaborates with the Master's Program in Human Resource Management at the University of Santiago (Cape Verde). In terms of research, he focuses on the areas of Human Resource Management, Technological Innovation, Information Systems, Educational Technology, and Public Policies in Education. He is the author of scientific articles and book chapters in the areas of teaching, innovation, and public management. He contributed to the organization of the works "Unilab and the Lusophone cultural integration: tribes, peoples, and nationalities in a universality" and "Brazilian cultural plurality: conceptual and contextual aspects." He has held positions in Higher Education Management, Information Systems Implementation, Project Management, Educational Technologies, Teacher Training, and Development Cooperation Projects in the Community of Portuguese Language Countries (CPLP). He has worked on international projects as a trainer, researcher, and consultant in countries such as Brazil, Guinea-Bissau, Cape Verde, Mozambique, Spain, and Honduras. He regularly delivers various lectures, courses, and workshops in the areas of Innovation, Public Speaking Techniques, Creativity in Organizations, Technologies in Research, and Human Resource Management. He also collaborates in various research and extension activities with the University of Colinas de Boé (Guinea-Bissau), University of the State of Rio Grande do Norte (Brazil), Federal University of Santa Maria (Brazil), National Pedagogical University Francisco Morazan (Honduras), and Technological University of Chile. He is the leader of InterInov - Group of Studies in International Relations, Technology, and Innovation in the Public Sector. He participates in research networks and associations such as the International Interdisciplinary Network of Researchers in Territorial Development (Rede-TER) and the Brazilian Association of International Relations (ABRI).
