Abstract

This article explores the role of local communities in the sustainability of tourist destinations, highlighting the benefits and challenges of integrating community participation in sustainable tourism development. The research employs a theoretical-exploratory approach, based on a systematic and critical review of existing literature, to identify gaps and formulate new hypotheses on community involvement in tourism. The study reveals that the inclusion of local communities is essential for ensuring environmental preservation, cultural appreciation, and social equity, promoting tourism that meets both the needs of tourists and the aspirations of host communities. The Community-Based Tourism (CBT) model is presented as a viable solution for balancing economic, social, and environmental interests, emphasizing self-management, cooperativism, and active community participation.

Postdoctoral in Administration (PPGA/UFSC). PhD in the Graduate Program in Engineering and Knowledge Management from the Federal University of Santa Catarina (EGC/UFSC). Master's in the Graduate Program in University Administration from the Federal University of Santa Catarina (PPGAU/UFSC). Specializations in People Management, Marketing and Competitive Intelligence, Entrepreneurship and New Business Development, and Management of Academic and Administrative Processes in Higher Education. Bachelor's in Administration with an emphasis in Marketing from the Faculty of Economic Sciences of the Carboniferous Region. Currently, he is the Coordinator of the Institutional Evaluation Sector (SEAI), of the Institutional Evaluation Commission (CPA), and a Professor in the Department of Administration, both linked to the University of Southernmost Santa Catarina (UNESC). In graduate education, he teaches in the Graduate Program (Master’s - Doctorate) in Socioeconomic Development at UNESC (PPGDS), offering courses in Interdisciplinary Research Methods and Organizational Theories. He also teaches in the Graduate Program (Professional Master's) in University Administration at the Federal University of Santa Catarina (PPGAU/UFSC), where he teaches the course on Regulatory Interfaces in Higher Education. He is a researcher affiliated with the Institute for Studies and Research in University Administration (INPEAU UFSC) and the Group for Studies on Universities (GEU - UNESC). He has expertise and technological products related to evaluation and regulation of higher education and academic management in the organizational field in areas such as innovation, strategic management, and qualitative research methods. Since 2007, he has been involved in technical and executive activities related to academic management, institutional evaluation management, and course coordination, collaborating in the formulation of management strategies for indicators from ENADE and institutional evaluation. He has been a professor since 2009, and since 2014, a professor at the University of Southernmost Santa Catarina (UNESC), where since 2016, he has coordinated the Institutional Evaluation Sector (SEAI) and the Institutional Evaluation Commission (CPA). Since 2019, he has been the Deputy Coordinator of the Administration and International Business Administration courses, and between 2020 and 2022, he served as the Pedagogical Advisor for the Social Sciences area. He is a certified instructor by the SthemBrasil Consortium (Laspau Harvard) for the use of innovative teaching and learning methodologies, and advocates in undergraduate education for themes linked to Marketing, Growth Hacking, Strategic Administration, Organizational Theories, Knowledge Management, Governance for Innovation, Entrepreneurship, and Qualitative Research Methodology. In graduate education, he works with methods applied to qualitative investigation and addresses emerging topics related to higher education management, innovation, technological innovation in university management, and academic management, with an emphasis on Institutional Evaluation subtopics. He also works on topics related to Strategic Management, Digital Transformation, and Strategic Business Design. He is a member of the Evaluators' Bank of the National System for the Evaluation of Higher Education (BASis), INEP/MEC, and is an enthusiast and researcher of studies on global quality assurance systems in higher education.
