ENTERING THROUGH THE NARROW DOOR:

SELECTIVITY AND ACCESS TO SOCIAL HOUSING IN THE VIVER MAIS PARANÁ PROGRAM

Abstract

The population aging in Brazil demands public housing policies that combine quality of life and fiscal sustainability, challenging the Welfare State. This study evaluates the "Programa Viver Mais Paraná" (Live More Paraná Program) in Campo Mourão, aimed at promoting the dignity of vulnerable older adults. Using a qualitative-quantitative approach and a Case Study design (documentary research and analysis of secondary data from Cohapar, IBGE, FJP, and others), the research found that the program offers 40 adapted units, social rent (15% of the Minimum Wage), and complete infrastructure, reflecting an advanced Welfare State. However, the high cost of provision necessitates severe policy rationing. The demand analysis in Campo Mourão reveals that out of 243 eligible individuals, only 40 were served, resulting in a selectivity rate of 83.5%. It is concluded that the "Viver Mais Paraná" program operates at the limit of the "reserve of the possible" (fiscal capacity). The choice of an excellence model (Institutional-Redistributive) turns access to dignified housing into a privilege for a minority, compromising the policy's scalability. This scenario exposes the State to an unsustainable long-term fiscal challenge, given the rising demographic dependency ratio projected for 2050.
