A PANORAMIC ANALYSIS OF THE SEMI-OPEN REGIME FROM 2014 TO 2023

Abstract

The article aimed to analyze the prison population trends of the semi-open regime in Brazil from 2014 to 2023. The methodological procedures were based on data obtained from the prison population database available in the Information System of the National Penitentiary Department (SISDEPEN). First, a spatial statistics technique was applied using the quantile classification method to group values of the semi-open prison population by Federative Unit for the years 2014, 2019, and 2023. Subsequently, Hierarchical Spatial Clusters were employed through the Complete Linkage Method, considering neighborhood effects of the Queen and Rook types. It was concluded that the prison population in the semi-open regime showed a growing trend. The states with the highest numbers of inmates under this regime are concentrated in the South and Southeast regions of the country, although other states have demonstrated dynamism and growth in their indicators, such as Pará in the North region and Maranhão in the Northeast region. Through hierarchical clustering, it was observed that there is interdependence among the states identified by neighborhood effects; however, this does not follow a strict structural geographic pattern of regional division, with minor divergences highlighted among states in the South and Southeast regions and in Pará, in the North region.
