By structuring a clear process (identification of liabilities, area selection, qualification, inspection, deed, and registration), it provides predictability of deadlines and supports the financial and regulatory planning of private agents. Multiscale governance allows prioritizing properties with greater contributions to connectivity, protection of water sources, and strengthening conservation mosaics, accelerating the territorial consolidation of strategic Conservation Units (UCs). Safeguards of integrity, the possibility of suspending processes in the face of irregularities, and remote monitoring support enhance the robustness of control. The distinction of occupational profiles and the swift incorporation of areas into the public domain reinforce socio-environmental protection. Thus, the norm delivers a modern framework that aligns legal security, administrative efficiency, anticipatory supply planning, and the accelerated generation of measurable ecological benefits.
