THE DEINSTITUTIONALIZATION OF ADOLESCENTS IN THE MUNICIPALITY OF URUGUAIANA IN THE YEAR 2024:
PUBLIC POLICIES AND CHALLENGES

The deinstitutionalization of adolescents in the Municipality of Uruguaiana is the central theme of this research. The objective is to analyze public policies directed at adolescents under protective institutional care, especially those approaching the age of majority, when the protective measure ends. The research was initially conducted with adolescents housed in the institutional care service in Uruguaiana in the year 2024, aged between 12 and 17 years. Data analysis was carried out through observation, interviews, interpretation, and transcription, using the content analysis method (with categories built based on the objectives). The second stage was directed at professionals working in the protection network, including the Judiciary, Public Prosecutor’s Office, and the Municipal Executive Branch, with the analysis conducted through qualitative research interpretation. The results showed that adolescents recognize the automatic termination of the protective measure at age 18, but report a lack of future goals and a feeling of loneliness. The protection network identifies the need to focus on youth who exit institutional care. It was possible to demonstrate that there are mismatches between public policies and the young people who have left institutional care due to coming of age.
