EDUCATION, SOCIAL STRUGGLE AND COUNTER-INSURGENT REFORM IN BRAZIL IN THE 1990s

In recent years, the debate on education in Brazil has become more intense, with the topics addressed being the most varied, involving political and theoretical perspectives from virtually every segment of the political spectrum. In a certain way, the focus of the analyses has concentrated on more recent issues. Contrary to this trend, we intend to reflect on the role of the 1990 Educational Reform, highlighting the role of the World Conference on Education for All and the participation of the World Bank and UNESCO, as a rupture that hindered the construction of a national and educational project capable of meeting our individual and collective needs. This occurred because these perspectives were imposed from outside, disconnected from the country’s interests and social projects, with the implicit purpose of containing insurgent political thought and actions. It is important to emphasize that our article is the result of an extensive bibliographic analysis that includes theoretical references from the field, as well as official documents produced as outcomes of the Conference. Therefore, theoretically and politically, our text is situated within the field of Marxist critical theory, examining the process through its own contradictions.
