Abstract

This article proposes an analytical model to examine the National Student Assistance Policy (PNAES) from the perspective of well-being. It highlights the institutionalization of Student Assistance (AE) from its creation as the National Student Assistance Program (2007) to its consolidation as a National Policy in 2024 by Law 14.914. This affirmative action policy aims to promote equity by ensuring socioeconomically disadvantaged students the conditions to regularly pursue their undergraduate studies. It aims to improve student academic performance by reducing retention and dropout rates. To this end, it meets the material conditions for students' continued attendance at federal higher education institutions, including housing, food, transportation, digital inclusion, and daycare. However, to foster well-being, it is also necessary to incorporate non-material dimensions into the analytical model of its evaluations that meet the needs of identity, belonging, and sociability of the beneficiaries of this public policy.

Graduated in Social Work from the Lutheran University of Brazil (ULBRA) in 2010, Specialist in Policies and Intervention in Intrafamily Violence from the Federal University of Pampa (UNIPAMPA) in 2013, and holds a Master’s and PhD in Social Work and Social Policy from the Pontifical Catholic University of Rio Grande do Sul (PUC/RS). Completed a Sandwich Doctorate at the Universidad de Ciencias Sociales y Artes (UARCYS), Chile. Associate Professor in the Social Work program at the Federal University of Pampa (since 2014), Substitute Coordinator of the Social Work Program (2025–2027 and 2021–2022), and Coordinator of the Social Work Program (2023–2025). Professor in the Master’s Program in Public Policies (PPG/PP) at the Federal University of Pampa. Professor in the Master’s Program in Social Work and Social Protection (PPG/SSPS) at the Federal University of Pampa. Vice-leader of the research group “Work, Professional Training in Social Work and Social Policy in Latin America.” Member of the GT Seguridad Social y Sistema de Pensiones of CLACSO. Member of the Cross-Border Studies and Research Group in Socioenvironmental Cartography – GEPETRACS (since 2021). Member of the Observatory of Public Policies (since 2024). Assistant editor of the journal Brazilian Journal of Research in Applied Social Sciences.

Permanent Professor in the Graduate Program in Public Policies (PPGPP) at the Federal University of Pampa (UNIPAMPA). PhD in Political Science from the Graduate Program in Political Science at the Federal University of Rio Grande do Sul (UFRGS) in 2015. Master’s Degree in Social Sciences with an emphasis on Organizations and Society from the Pontifical Catholic University of Rio Grande do Sul (PUCRS) in 2006. Civil Engineer (1990) and Social Scientist (2016) graduated from the Federal University of Rio Grande do Sul. Postgraduate degree in Occupational Safety Engineering from Pontifical Catholic University of Rio Grande do Sul (2001).

Public Manager: Director-General of the Court of Accounts of the State of Rio Grande do Sul (2019–2021); Deputy Secretary of the Municipal Department of Public Works and Roads (2004); and Supervisor and Director of the Municipal Office of Projects and Works (EPO/SMOV) (2001–2004) of the Municipality of Porto Alegre. Professor at the IPA Methodist University Center (2007–2019). Faculty member in the fields of Political Science, Administration with emphasis on Public Administration, Production Engineering, and Civil Engineering. Conducts research and supervises studies in organizational and political theory, focusing on the State, public policies, budgeting, and the decision-making and articulation processes of political agents. Works and researches topics related to state planning and control and civil society participation. Member of the research groups “Participatory Processes in Public Management” (UFRGS), “Labpoliter – Laboratory of Public Policies and Border Territories” (UNIPAMPA), and “Democracy and Courts of Accounts in Brazil” (UFPA). Member of the Editorial Board of Editora Cirkula (Porto Alegre-RS). Serves as Permanent Professor in the Graduate Program in Public Policies at Federal University of Pampa.
